What NOAA counts as shoreline

NOAA's shoreline mileage for the outer coast includes offshore islands, sounds, bays, rivers and creeks up to the head of tidewater, or to a point where tidal waters narrow to 100 feet. So a coast with many islands, bays and tidal rivers measures far longer than a straight one.

For the Great Lakes, NOAA reports shoreline measured in 1970 by the International Coordinating Committee on Great Lakes Basic Hydraulic and Hydrologic Data. 6 states in the table have only Great Lakes shoreline: Michigan (3,224), Wisconsin (820), Ohio (312), Minnesota (189), Illinois (63), Indiana (45).

Totals

The 30 states add up to 94,122 miles. NOAA's United States total is 95,439 miles; the remainder belongs to American Samoa, Guam, the Northern Mariana Islands, Puerto Rico and the US Virgin Islands. Alaska alone has 36.0% of the 30 state total. The other 21 states and DC do not appear in the table.
